The Crypto-Asset Reporting Framework (CARF) is a new international framework developed by the Organisation for Economic Co-operation and Development (OECD) to enhance tax transparency and address the growing risk of tax evasion involving crypto-assets.
Under CARF, tax authorities in participating jurisdictions collect information on crypto-asset transactions using a standardized reporting format and exchange that information with one another. This enables the appropriate taxation of cross-border crypto-asset transactions based on the user's jurisdiction of tax residence and improves the accuracy of tax administration.
CARF is an internationally agreed framework. In Japan, the CARF rules have been effective since January 1, 2026.
